Land Uses as proposed in the Draft Plan


The Draft Plan contains a ‘Key Diagram’ which identifies the main areas of potential development and the areas proposed to be protected from development. This presents 2 alternative approaches closely related to the masterplan work (as presented in the Tendring Colchester Borders Garden Community Masterplan Spatial Options Report).

Subject to feedback received through this consultation and wider evidence gathering, a final approach will be defined and a final Key Diagram will be prepared.


Proposals for development at the Garden Community will need to be in general conformity with the Key Diagram and meet the specific requirements of policies elsewhere in the plan.

About the Masterplan


To support the preparation of the Draft Plan, Prior + Partners, with Gillespies, Hydrock, ITP and the Engagement Group were commissioned to help generate a vision and a range of potential masterplan options for the site. This work is set out across three documents which form an important part of the background evidence base for the Draft Plan:


  • A ‘Baseline Report’ which provides an analysis of key issues, opportunities and constraints influencing the site.
  • A ‘Strategic Vision’ which sets out a vision and a set of strategic development principles and objectives.
  • A report on ‘Spatial Options’ which considers and develops a set of potential masterplan options for the Garden Community.


An useful map in the Baseline Report draws together the key issues and constraints (click here to view).


Three masterplan options were prepared and provide an initial illustration of potential approaches:


  • Option 1 based upon a maximum development area
  • Option 2 based upon maximum connectivity with a lower land take than Option 1
  • Option 3 based upon maximum landscape.
  • Option 3 (Alternative) based upon a maximum landscape approach, but with different options for both providing land for the University and for knowledge based employment.


The approaches set out in the Draft Plan have been based upon Option 3 and Option 3 (Alternative).


All the material in the masterplan work, including the three options, is illustrative and the maps and plans do not define the precise layout of the Garden Community, and do not form part of the Draft Plan.


Policy 1 in the Draft Plan makes reference to the need for further work to prepare a Strategic Masterplan and Strategic Design Code before the consideration of detailed proposals and determination of planning application. This will be progressed in light of consultation feedback on the Draft Plan, further evidence gathering and will include further stages of public and stakeholder engagement.
