Tendring Colchester Borders Garden Community Development Plan Document: Examination Latest News
May 2025
Following the Joint Committee on May 1, 2025, the Development Plan Document has been recommended for adoption.
Small changes to the master plan for a new garden community at the border of Colchester and Tendring have been backed and recommended by a joint committee of councillors. This marks a significant milestone for the Tendring Colchester Borders Garden Community Project.
“The DPD sets out the spatial development strategy for the Garden Community which aims to secure social, environmental, and economic objectives. It seeks to support the creation of a brand-new community in a comprehensively planned way from the outset and provides the opportunity to embrace and deliver the very best in placemaking with high sustainability standards.”

Tendring Colchester Borders Garden Community (TCBGC) Joint Committee will meet on Thursday, May 1, 2025 in order to discuss the Planning Inspector’s Final Report on the Development Plan Document (DPD) and the future of the project.

Following examination hearings in May 2024, and consultation on the recommended Modifications in September/October 2024, the Planning Inspector has issued his Final Report on the soundness and legal compliance of the DPD. With the incorporation of the Inspector’s final set of Main Modifications, the DPD has been found sound and is legally compliant. The Inspector's Report and Final Main Modifications can be viewed in the Examination Library.
November 2024
The developer of the Tendring Colchester Borders Garden Community, Latimer by Clarion Housing Group, is currently consulting on its plans for the project. This is standard practice for a housing developer to carry out; and includes a number of in-person events in the area as well as an online element. As the local authority partnership, we will carefully review the forthcoming planning application once it is submitted, ensuring it complies with the requirements outlined in the Development Plan Document (DPD).
November 2024
Consultation on the modifications has now closed. All relevant comments received during the consultation period have now been submitted to the Inspector. All representations received can be viewed in full in the Examination Library.
10th September 2024
A six-week consultation on the modifications is being held from 10th September 2024 and ending on 21st October 2024. All relevant comments received during the consultation period will be considered by the Inspector before any modifications are finalised. 26th July 2024
Further to the hearing sessions held in May 2024, the Inspector has recommended modifications he considers necessary to make the DPD sound. The 'Schedule of Inspector's Modifications' can be found in the Examination Library. A six week consultation on the modifications will take place in September-October 2024.

The Inspector has issued an updated MIQs and Draft Hearings Programme with Session Participants which can be found in the Examination Library.
27th March 2024
A minor update has been made to Main Matter 2 of the Inspector's Matters, Issues & Questions which can be found in the Examination Library to correct the NPPF paragraph number as referred to in bullet point no.2 (paragraph number has been changed from 63 to 62).

New documents have been added to the Examination Library, these include Topic Papers on Viability and Land South of the A133, Statements of Common Ground and an independent review of the DPD by Intelligent Plans and Examinations. Between now and the hearing sessions new documents will be added regularly at the request of the Inspector.

The Inspector has published his Matters, Issues & Questions, a Draft Hearings Programme and Guidance Notes on the 4th March 2024. These documents can be found in the Examination Library.
The hearing sessions (which are part of the overall Examination) are scheduled to take place between Tuesday 7 May and Friday 10 May 2024.

The Tendring Colchester Borders Garden Community was submitted to the Secretary of State for independent examination.
May - June 2023
Consultation on the Submission Version Plan ran from 15th May 2023 to 25th June 2023.
February 2023
Members of the Joint Committee approved the Development Plan Document for the Tendring Colchester Borders Garden Community (TCBGC) and recommended it to move forward for public consultation.
